The 28-year-old, who joins for an undisclosed fee, made just 18 appearances for the Teessiders since he moving from Aberdeen in February 2010.
Born in Lanark, he began his career at Falkirk and impressed enough to earn a £300,000 move to Bristol City in 2003.
Spells at Hearts and Dundee United followed before a move to Aberdeen, where he earned three Scotland caps.
Miller scored 42 goals in more than 150 appearances for the Dons and his form prompted a move to the Riverside under then Boro boss Gordon Strachan.
But since Strachan's departure Miller has found first-team opportunities limited.
In addition to a brace of outings for Boro last season, the striker also had spells on loan at Notts County and Scunthorpe, netting three goals in a combined 27 games, but has figured just once this term in Boro's Carling Cup win at Walsall earlier in the month.

Team news ahead of Wednesday evening's Carling Cup second-round clash between Peterborough and Middlesbrough at London Road.

Peterborough boss Darren Ferguson is not expected to make changes for the game.

Fresh from watching them hit seven past Ipswich on Saturday evening, Ferguson could name an unchanged side at London Road.

On-loan Chelsea left-back Ben Gordon is eligible to play but is likely to be on the bench after a substitute appearance against the Tractor Boys.

Ferguson is still without Joe Lewis, Gabriel Zakuani, Nicky Ajose and Dave Hibbert.

Goalkeeper Lewis is continuing his recovery from a knee problem and defender Zakuani has a toe injury.

Former Manchester United trainee Ajose remains on the sidelines with a hamstring problem and fellow striker Hibbert is missing with knee trouble.

Middlesbrough striker Scott McDonald will miss out through injury.

The Australia international injured a hamstring during Sunday's 3-1 Championship victory over Birmingham, and while the damage is thought to be relatively minor, he will not be risked at London Road.

Full-back Justin Hoyte's troublesome thigh strain is being assessed after he missed out at the weekend.

Manager Tony Mowbray otherwise has no fresh injury worries, with only long-term absentees Merouane Zemmama and Kevin Thomson missing.

Zemmama is expected to be sidelined until the middle of next month as he battles to shake off a hip muscle problem, while Thomson has returned to light training following surgery on the leg in which he suffered a hairline fracture last season.
