The 41-year-old came on as a second-half replacement in Monday's 2-2 draw at Barnsley for Gary Woods, who sustained a leg injury.
Sullivan has been struggling in recent months with what was initially thought to be a calf problem but what has now been diagnosed as "a pre-cursor to a stress fracture".
Woods will take his place on the substitutes' bench but midfielder and skipper Brian Stock and defender Mustapha Dumbuya are expected to play some part after returning to training this week.
Stock missed the Oakwell clash due to an ankle injury and Dumbuya sat it out because of a thigh problem.
Shelton Martis (hamstring) is likely to miss out again while fellow centre-half Adam Lockwood is making good progress after a knee operation. Defender James Chambers (knee) and midfield pair Martin Woods (hip) and Paul Keegan (knee) remain long-term absentees as 21st-placed Rovers bid to secure the point required to guarantee their safety.
Leicester midfielder Richie Wellens is a doubt to face his former club.
Wellens limped out of the home win over Watford on Monday with a knee injury.
City boss Sven-Goran Eriksson said: "Richie is very sore. He has been fantastic this season. He is a great football player, so it would be a shame if his season ended because of injury."
Portuguese goalkeeper Ricardo injured a shoulder in training on the eve of the Watford game and is unlikely to play again this campaign.
Eriksson may recall Conrad Logan from his loan at Bristol Rovers to deputise for Chris Weale, although academy keeper Adam Smith was on the bench against the Hornets.
Aleksandar Tunchev made his first appearance for 18 months after a serious knee injury when he went on as a substitute for the last minute of the Watford game and the Bulgarian defender could be involved in the squad again.
