Evatt broke his nose in training on 27 April and suffered an accidental blow to the injury late in the first leg, which the Seasiders won 1-0.
Roman Bednar resumed training ahead of last Friday's game following a knee injury but is unlikely to feature.
Blues keeper Colin Doyle should play after recovering from a knock he took to his shoulder at Bloomfield Road.
The 26-year-old has been City's regular number one since on-loan Boaz Myhill's season was ended by a thumb ligament injury in early April.
Blackpool are unbeaten in eight games and extended their winning streak in play-off matches to 10 with their first-leg win last week.
However, Chris Hughton's Blues boast an impressive home record, losing only once on their own patch all season, and beat Blackpool 3-0 at St Andrew's on New Years' Eve.

Blackpool boss Ian Holloway is under no illusions as to the size of the task his side face.

"It's going to take every ounce of everything we've got going down there with their crowd and their passion," he said.

"I needed a lead, we've got a very slender lead. We won the first game and I think that's a marker to them. We didn't beat them this year.

"I'm looking forward to it, I can't be worried. I'd be worried if we were not in this situation. I feel my team deserved it on Friday night."

Holloway is hoping his current crop of Blackpool players can draw inspiration from the recent past when a semi-final win over Nottingham Forest and a 3-2 final triumph over Cardiff promoted them to the Premier League two seasons ago.

This came on the back of successful play-off campaigns on 2001 and 2007 to earn promotion to the third and second tiers respectively.

"Can we impose our game on them at their ground in the biggest moment of our lives?" continued Holloway.

"We did it before at Notts Forest, can this group emulate that? It will be one heck of an achievement if we do. All you can ask for is a performance.

"It will be a great night. I'm looking forward to it. The Brummie people love their football.

"Passion? You won't get better than there. It's absolutely brilliant."
